Consultation with stakeholders and interested parties is a key part of assessing the impacts of a scheme. Consultation is essential in order to gain a full understanding of the baseline conditions and potential nature of impacts. It is also important in ensuring that the scheme is designed to maximise the benefits it can deliver. DLR has adopted this principle and has undertaken a full programme of consultation prior to submitting a Transport and Works Act (TWA) application, which was granted in October 2006.
A number of working groups were established to discuss the development of the DLR proposals within the context of other developments, particularly in relation to the proposed development of the Stratford Rail Lands. Key stakeholders in discussions included the London Borough of Newham, the Strategic Rail Authority, Chelsfield Stanhope, London & Continental Railways and Transport for London.
Once Government endorsement for the Stratford International extension was received, DLR began stakeholder and public consultation. The consultation programme consisted of two phases: consultation on the proposed scheme and the proposed new stations between Stratford and Canning Town.
In October 2004 a leaflet describing the proposals was distributed to over 40,000 households and businesses within the catchment area of the proposal. This was followed by presentations at various local forums in late 2004.
In February 2005 a second leaflet describing station options was distributed to households and businesses within the station catchment areas. This was followed by a number of local open workshops in early March 2005 to gauge comments and issues. In July 2005 the selected locations for new stations were presented to local residents, with plans and artist impressions.
Communication with local residents and stakeholders continues as construction is under way. The majority of this communication is undertaken by DLR’s construction partner for the extension, Skanska VolkerRail Joint Venture.
