Background

In May 2000 Leaside Regeneration Limited and Docklands Light Railway Limited (DLRL) jointly funded preliminary feasibility work looking at locations, outline costs and Docklands Light Railway implications of a new station between the existing All Saints and Devon’s Road DLR stations.

The research indicated that the best and most practical location for a station would be at the pedestrian cross-over bridge linking Carmen Street and Bright Street adjacent to Langdon Park itself.

It was felt that this location:

The results showed a marginal economic case but a strong regeneration case for the new station. By November 2001 a full design team had been appointed to develop the scheme with final costings and layout design. This was followed by a series of local consultation events in early 2002 which revealed strong local support for the scheme.

However, a lack of funding for the project combined with a relatively weak economic case for the station as well as concerns over operational implications of an additional station meant the scheme was put on hold.

The advent of the development of a new DLR Stratford terminus platform (construction now under way), allowing the opportunity to improve line capacity on the north route and a funding bid to the Office of the Deputy Prime Minister (ODPM) for the shortfall in funding on the project, led to it being progressed again.

In June 2005, DLRL re-engaged consultants to reassess the scheme costs and design and a bid to the ODPM for the funding shortfall was submitted in July 2005.

In November 2005, a planning application for the station was submitted and in February 2006 both funding and planning approval for the station were secured.

DLR Ltd then placed notices for a contractor to build the station in March 2006 and shortlisted to 5 bidders in July 2006. Costain was eventually selected to construct the station in October 2006.
